(1)The Minister hereby declares as protected, the area in the North West of Malta, as delineated in the site map found in Annex I to these regulations, and for such purpose is hereby establishing a Nature and History Park that shall incorporate and include the said protected area. (2)The Minister may, by notice in the Gazette, extend the boundaries of the said Park.

The designation of the Park is to protect the ecological processes, as well as the species, natural habitats, features and characteristics of the area and, in this regard, the competent authority may, from time to time, determine additional levels of protection within the Park, as may be required.   3. There shall be a management structure for the management of the Park, which shall be made up of a management board and the managing organisations. Management of the Park.

(1)In accordance with the provisions of the Flora, Fauna and Natural Habitats Protection Regulations, the competent authority may, in consultation with the Board, issue management plans for the Park.
(2)The competent authority, with the assistance of the Board, shall supervise the implementation of the management plans which shall be implemented by the managing organisations.
(3)Without prejudice to the provisions of sub-regulations
(1)and
(2), the Board shall act as a contact point between Government, stakeholders and the managing organisations for the implementation of the management plan. Composition of the Board. Amended by: L.N. 224 of 2009; L.N. 184 of 2025. 9.
(1)The Board shall be composed of not less than six

(9)members who shall be appointed by the Minister for a term of three
(3)years, renewable for further periods, as follows: (
  1. a)a Chairperson; (
  2. b)a representative of the competent authority; (
  3. c)two
(2)members representing the Government; (d) a maximum of three
(3)members from nongovernmental organisations holding agreements for the management of the Park; and (e) a representative from the Local Council of Mellieħa. Appointment of managing organisations. Amended by: L.N. 224 of 2009; L.N. 184 of 2025.
(2)The Board shall regulate its own procedure.
(3)The Chairperson shall have a casting vote. 10.
(1)For the implementation of the management plan according to regulation 8
(2), the Minister shall appoint managing organisations from time to time by written agreements between the Minister, or his representative, and the competent authority on the one hand, and the managing organisations on the other, for periods of five years, renewable for further periods.
(2)The rights and duties of the managing organisations shall be laid out in the said written agreements.
(3)The Park Manager shall abide by any law, regulation or other official order given by the Board and shall not carry out any works or appoint any person to carry out works in the Park unless the Board would have previously given its approval.
(4)The Park Manager may in cases of emergency take any action as necessary and inform the Board immediately of his actions. Other agreements.

Subject to regulation 10, the Minister or his representative may enter into an agreement with any non-government organization working in the fields of heritage or environmental management to carry out specific tasks related to the Majjistral, Nature and History Park.
