L.S. 566.03 Regolamenti dwar il-Kumitat Xjentifiku

(1)The title of these regulations is the Scientific Committee Regulations. Citation and scope.

(2)These regulations provide for the establishment of the Scientific Committee of the Institute for Tourism Studies.

1. For the purpose of these regulations and unless the context otherwise requires: "Act" means the Institute of Tourism Studies Act; Interpretation. Amended by: L.N. 340 of

3. "Board of Governors" means the Board established by article 9 of the Act; "Board of Studies" means the Board established by article 11 of the Act; "Institute" means the Institute for Tourism Studies; "Minister" means the Minister responsible for Tourism; "Scientific Committee" means the Committee that will focus on tourism and hospitality which shall develop and review the curriculum of the Institute by identifying essential competences of current and future workforce within the tourism and hospitality sector as established in regulation 3l "sub-committee" means a committee made up of experts in a particular field appointed by the Scientific Committee which will focus and give recommendations on particular areas as directed by the Scientific Committee. 3.

(1)There shall be a Scientific Committee which shall consist of the following members: (

1. a)the Chief Operating Officer – Corporate Services of the Institute, ex officio, who shall act as the Chairperson of the Committee; (
2. b)the Chief Operating Officer – Academia, ex officio, who shall act as the Deputy Chairperson of the Committee; (
3. c)a member representing Restaurants Association; the Malta Hotels and (
4. d)a member representing the Gozo Tourism Association; (
5. e)a member representing the Federated Association of Travel and Tourism Agents; (
6. f)a member representing AirMalta; (
7. g)a member representing the Malta Tourism Authority; Scientific Committee. Amended by: L.N. 340 of 2021. 2 [ S.L.566.03 SCIENTIFIC COMMITTEE (
8. h)a member representing the Malta Chef Society; (
9. i)a member representing the Malta Union of Tourist Guides; (
10. j)a member representing the Valletta Cruise Port; and (
11. k)a member representing the Malta Bartenders Guilds; (
12. l)a member representing the Malta’s Federation of English Language Teaching Organisations (FELTOM); and (
13. m)a member representing the Association of Catering Establishments: Provided that the Board of Governors may allow the Committee to obtain any further expert or a group of experts to assist it in the performance of its functions as may be necessary.

(2)A person shall not be qualified to hold office as a member of the Committee, if that person (

1. a)is legally incapacitated; or (
2. b)has been declared bankrupt or has made composition or arrangement with his creditors; or a (
3. c)has been convicted of a crime affecting public trust or theft or fraud or knowingly receiving property obtained by theft or fraud, or of any offence against the Act or any regulations made thereunder; or (
4. d)has a financial or other interest in any enterprise or activity which is likely to affect the discharge of the functions as a member of the Committee. Functions of the Committee. 4. The Scientific Committee shall have the following functions: (
5. a)to develop and review the Institute’s curriculum; (
6. b)to introduce and develop vocational education and training programmes for full time students; (
7. c)to introduce and develop continuous vocational education and training programmes for part time students; (
8. d)to review and update existing training programmes of the Institute; (
9. e)to review and develop the curriculum at the Institute; and (
10. f)Methodology. implementation of to review, promote and develop work-based learning initiatives. 5. It shall be the duty of the Scientific Committee in exercising its functions to adopt a scientific methodological approach of the recommendation through the use of the following methods: (
11. a)qualitative analysis through use of focus group meetings; SCIENTIFIC COMMITTEE [ S.L.566.03 3 (
12. b)evidence-based research and reports; (
13. c)comparative research; and (
14. d)quantitative analysis through the use of statistical instruments. 6.

(1)The Scientific Committee shall periodically inform the Board of Studies with any suggestions and, or recommendations and, or results for the purpose of developing, designing and reviewing of the training programmes and, or curriculum of the Institute. Report.

(2)The Scientific Committee shall annually report to the Board of Governors the recommendations and, or results made throughout the scholastic year in fulfilment of its duties. 7.

(1)The Scientific Committee shall meet at least twice a year.

(2)No business shall be transacted by the Scientific Committee unless a quorum of seven members is obtained. Meetings of the Scientific Committee. Amended by: L.N. 340 of 2021.

(3)The Chairperson of the Scientific Committee shall regulate all proceedings and discussions and the Scientific Committee shall establish its own rules of procedure during its meetings.

(4)The Chairperson of the Scientific Committee may invite guests to attend the meeting as observers.

(5)The Scientific Committee shall reach its decisions through a simple majority vote: Provided that in the eventuality that the votes are equally divided the Chairperson shall have and exercise a casting vote. 8.

(1)In performing its functions, the Scientific Committee may appoint sub-committees composed of experts in particular areas as the case may be.

(2)Members forming part of any sub-committee appointed shall report back to the Scientific Committee in writing with any recommendations.

(3)The sub-committee shall be composed of three, five or seven members and shall have a quorum of fifty percent plus one of the members. Appointment of sub-committees. Added by: L.N. 340 of 2021.
