  1. The title of these regulations is the Continuation of Essential Social Welfare Services in Exceptional Circumstances Regulations. Citation.

  9. i)Violence; S.L. 582. 10 Older Persons with Dementia; Residential Services for Domestic "exceptional circumstances" shall have the same meaning assigned to it in accordance with the Granting of an Emergency Licence in Exceptional Circumstances Regulations; "management" means a person or persons who act on behalf of the service provider to provide leadership to staff and to oversee and control the proper functioning of the services offered; "service user" shall have the same meaning assigned to it in the Act; "staff" means a person engaged by the service provider, wherein one of the person’s responsibilities is to provide social and healthcare support to service users. (1)The essential social welfare services as defined in article 2 shall continue to fully operate and function in exceptional circumstances.
(2)In such exceptional circumstances, the management and staff working in such essential social welfare services shall keep providing their services. Reporting mechanisms.
