- The master of a vessel must report the vessel to the port authority when entering Maltese territorial seas and report laden goods, unless already declared to the Commissioner.
- The master of a vessel must make a due report to the Commissioner not later than the moment the vessel berths, moors, or anchors in Maltese territorial waters, unless already reported electronically to the port authority.
- Failure to make a due report, or providing an inaccurate report, can result in a fine of not less than €250 but not exceeding €2,500.
